# Nebius x VOLT (Rotterdam AI Gigafactory LOI): partnership

Nebius signed a non-binding letter of intent to be the first offtaker at VOLT's planned AI Gigafactory in the Port of Rotterdam. De Telegraaf reports Nebius would take up to 200 MW, the full first phase of two 100 MW buildings, which VOLT puts at about EUR 7 billion (EUR 2.5 billion buildings, EUR 4.5 billion compute). VOLT now describes a 600 MW, six-building campus. Definitive terms, financing and permits are pending, and first capacity is targeted for late 2029 or early 2030.
