The Beijing Autonomous Vehicle Regulations, passed by the Standing Committee of the Beijing Municipal People's Congress in December 2024 and effective 1 April 2025, providing a city-wide Level 3-plus legal framework for autonomous-vehicle road testing, demonstration, and commercial operation (superseding the prior demonstration-zone-only basis; Beijing's high-level autonomous-driving demonstration zone launched 2020 and granted its first fully driverless permits in 2023).
