The maximum height a drone can fly has two answers that are easy to confuse, so it is worth separating them clearly.

The legal ceiling comes first, because it is the one that matters for almost everyone. In the United States, FAA Part 107 limits small drones to 400 feet above ground level in uncontrolled airspace, and the recreational rules apply the same cap. The purpose is to keep drones well below the 500-foot floor where crewed aircraft fly. There is one exception for commercial Part 107 pilots: near a tall structure, you may fly up to 400 feet above that structure while staying within a 400-foot radius of it, so inspecting a 200-foot tower could legally take you to 600 feet.

The physical capability is a completely separate number. The hardware in a modern consumer drone can climb far higher than 400 feet. A DJI Mavic 3, for instance, is rated to operate up to about 19,685 feet above sea level. The point is not that you should fly that high, which would be unlawful and dangerous, but that the 400-foot figure is a rule, not a mechanical limit. Why are drones limited to 400 feet?
To keep them safely separated from crewed aircraft. Airplanes and helicopters generally must stay at or above 500 feet, so capping drones at 400 feet leaves a 100-foot buffer between the two. The rule is about shared airspace safety, which is why it applies regardless of how high your particular drone could physically climb.
Can you fly a drone above 400 feet?
Only with authorization. The standard limit is 400 feet, and exceeding it without a waiver is a violation even though the drone can physically do it. Part 107 pilots have the structure exception, and the FAA can grant altitude waivers for specific operations. For recreational flyers there is no exception: 400 feet is the ceiling.
