JERA x Dell Technologies x RHAELM (Chiba AI data center MoU)
Oct 1 2026 JERA press: JERA, Dell Technologies, and RHAELM Holdings signed an MoU to develop a standardized national-scale AI infrastructure model in Japan. First application is the Chiba Project beside JERA's Chiba Thermal Power Station: up to 400 MW behind-the-meter AI infrastructure with total capital deployment expected to exceed US $15 billion (about 2.3 trillion yen) across land, power, facilities, and AI compute.
Operations targeted around 2028. Dell supplies standardized rack-scale AI Factory compute; RHAELM leads development/delivery; JERA supplies site and power. Apollo Global Management intends to serve as strategic investment and financing partner for RHAELM on Chiba.
CNA separately reports a 15-25 year 400 MW power supply term and phased operations 2028 with full capacity 2029. MoU / intent stage.
