San Diego adopts a 45-day citywide moratorium on data center permitting and development

On October 27, 2026 the San Diego City Council unanimously ratified a 45-day moratorium on the permitting, approval, development and expansion of data centers within city limits, following an executive order Mayor Todd Gloria signed on October 22. The council can extend it for up to nearly two years.

City staff must bring preliminary recommendations within 180 days, guided by a Data Center Stakeholder Working Group of up to 15 members, and the city plans to amend its land development code next year. The vote followed a local developer's idea of a 400 MW data center at the Navy-owned NAVWAR site near Old Town; because that site is federal land, the moratorium is largely symbolic there.
