On October 5, 2026 the Anne Arundel County Council voted 7-0 to pass an amended Bill 63-26, which enacts a temporary moratorium on actions related to the development of data storage centers until the earlier of January 31, 2028 or the effective date of comprehensive data center legislation based on a county work group's recommendations. The bill as introduced in July would have removed data centers as an allowed use in several districts; it was amended in September to a temporary moratorium.

Projects already in the development process can generally continue, as can future phases of existing data centers on adjacent properties. The bill also repeals a personal property tax assessment reduction for qualified data storage centers and forms a work group to study energy and water use, utility infrastructure, noise, air quality and environmental impacts.
