ERCOT opens a fast-track grid-connection path for large flexible loads (Batch Zero and PCLR)
In June 2026 ERCOT adopted a fast-track process, its Batch Zero large-load process under Planning Guide revision PGRR145, that lets very large flexible loads such as AI data centers connect to the Texas grid sooner in exchange for accepting curtailment under ERCOT dispatch control. The new Provisional Controllable Load Resource (PCLR) designation gives a load a firm allocation for part of its demand while the rest is served on an interruptible, dispatch-ready basis until transmission upgrades are complete.
Loads electing PCLR status had to file Part A of Form W by July 10, 2026. The framework was overtaken in August 2026, when the Governor directed a statewide audit and ERCOT suspended the Batch Zero large-load classification notifications it had scheduled for August 7, 2026.
