San Francisco adopts a 45-day citywide interim zoning moratorium on new and expanded data centers (File 261021)

On October 6, 2026 the San Francisco Board of Supervisors unanimously approved an urgency ordinance (File 261021) imposing a 45-day citywide interim zoning moratorium on data centers under California Government Code Section 65858, halting approval of permit applications to build new data centers or expand existing ones. It took effect immediately.

Proposed by District 10 Supervisor Shamann Walton, it uses a federal bill's definition of a data center, and amendments by Supervisor Matt Dorsey exclude on-site server rooms that serve a business's own operations. The Planning Department is to study energy and water use, air quality, land use and community impacts, report within 25 days and hold a hearing within 35 days; the city can then extend the moratorium under state law (up to 22 months, per Mission Local) or adopt permanent rules.
