Why every count here is a floor
OpenStreetMap is a volunteer map, and its coverage is deep in some neighborhoods and thin in others. A count of tagged schools is therefore a lower bound: it includes every school someone has mapped, and misses any that no one has. Reporting these as exact totals would overstate the precision of the source. The honest form is a floor, so an operator knows the true number of exclusion zones is at least this high, and plans for more rather than fewer.
