What LA does not publish

The four estimated components map onto four specific gaps in the city open-data record. Naming them is the point: a robot operability index is only as measured as the city that is measured.

  • No machine-readable loading zones. LADOT manages white, yellow, and gray curb zones, but the data lives in permit records, not an open GIS layer. San Francisco is the only tracked city with a machine-readable curb dataset.
  • No sidewalk-obstruction 311 category. The 2025 MyLA311 dataset has no sidewalk-obstruction request type, so there is no direct signal of sidewalk friction. Streetlight requests are the closest proxy.
  • BOE permits lack coordinates. The Bureau of Engineering sidewalk and curb permits carry text addresses only, so active closures cannot be spatially filtered to the corridor without geocoding. The construction score is a permit-volume estimate.
  • No station-level transit and EV feed at query time. The transit and EV component leans on published stop counts and station estimates because the AFDC charging API was unavailable at measurement time.
